The largest elements of infrastructure use the most resources, take the longest to re-design and replace, and so often lag behind available technologies, because of the huge investments they represent.
Therefore, we must weigh the pro's and con's of such investment. We should build-in flexibility, and use renewable resources, wherever possible. For example, using lignite to create artificial fertilisers, poses clear risks and makes this a dubious investment.
There are obvious risks to reputation, tourism and trade, if we lose opportunities to make use of the amazing resources that we have in NZ. E.g. renewable energy and tourism opportunities, capitalising on the nearby Australian market who will find themselves short of food.
